For this and the other Old Ebonheart wall and tower interiors, is there a particular OE shell model that should be used, or is the standard Imperial tower shell acceptable?

There's no OE specific tower int model for TR. The standard MW curved staircase mesh for round towers is a little hard to work with (especially when placing doors and trying to get them match the exterior), but I think it's acceptable do use it.
