Lady and the Tramps:
A woman has gone missing in OE. Player learns this through rumors or request for help from her husband. Investigating their home will reveal no clues.
Leaving town through main gate, player will pass a group of travelers outside OE collecting themselves either after a long journey or in preparation for it. They tell player about suspicious campfire lights they had seen. As they passed, the travelers had heard screams and loud chanting. "Experience has taught us to avoid such things, especially at night. On the road curiosity is rarely worth the risk.. The nearest tavern, is it this way?"
New journal entry comments that you suspect the recent nightly appearance of the camp may be related to the disappearance of the woman.
If player has already been introduced to the "information broker" you may, for a small price, consult with him at the tavern where the travelers will be staying until quest is completed. He will tell you the date of the woman's disappearance and first mention of nightly appearances of the camp roughly match.
Information broker opening response:
"I am no one. Go away." (unknown)
"Information, for a price." (known)
Investigate rumors.
Following road south at night the player will approached by several beautiful women who invite you to their gathering in the woods. Around tall bonfire there is are a half dozen, half naked revelers. Most are intoxicated.
A woman matching the description given is there cavorting with a couple of the men. She asks you tell the husband nothing in exchange for favors. Screen dims if you agree and in the morning the party will be gone. Declining will result in her crying and some aggressive half nude revelers repeatedly punching you. If you fight back they will all scatter and flee into the dark.
Return to husband in OE and tell him the news or not. For truth he will reward you with their wedding ring. Brokenhearted, he walks to the nearest tavern and remain there indefinitely.
-hear rumors
-speak with husband
-encounter travelers (relocate to tavern)
-consult information broker (optional)
-travel the road from OE south
-several women will attempt to seduce/invite (depending on gender) you to their gathering
-woman is found there alive and very happy
-accept/decline offer
-return to husband for reward (wedding ring)
-he will now live full time at the tavern (travelers leave)

Re: [Quest Design] - Lady & the Tramps
I still believe this quest does not fit into Morrowind's style and lore, though it is challenging to pinpoint the exact reasons why it doesn't. Well, let me try.
In your words, "This isnt a cult its a bunch of getting drunk and having sex, tramps". I have seen little to no precedent for any of this in Morrowind: tramps, sex, and gatherings of strangers deciding to get intimate with each other for some fun. Yes, people must be fucking somewhere off the scenes to keep the population from collapsing, but for all we know they might not be having any fun from it. Sexual content is almost entirely missing from Morrowind (even sexual jokes are rare, as far as I know). Oblivion has something of this sort, but it is approached far more coolly -- these ladies are preying on your inventory. Morrowind, where people are far more mistrusting and private, would make a quest like this stand out even further. (It could fit in Skyrim.)

That being said, I agree with arvisrend that a quest focused specifically on sex doesn't fit Morrowind's tone particularly well. It would better fit a series like The Witcher, for instance.

"This is muatra. Guess what it represents."
Still I sort of agree with arvis. The tone feels a little off. I guess it's a perfectly fine story but it doesn't reflect the world its set in in any way. It could easily be shoehorned into any other RPG out there with no alterations.
When I design quests for a location I always try to build on what's already there in terms of characters and concepts. We don't have NPCs yet of course (although we do have a basic outline on our interior planning maps).

Sex is not ever really mentioned here only "favor." The quest here is that someone's wife has left her boring life for adventure and the company of some travelers. Their wild living is so appealing that she has completely abandoned her restrictive city life and husband. While she was willing to leave him, she does not wish him harm. He is a good man. Knowing she is alive and happier than ever in the company of tramps would cause him such torment. It is better he never know. For that reason she requests the player say nothing or lie about her decision.
How is this too graphic or not fit in Morrowind? In what way and which parts?
