With years and years of modding, Morrowind's different spell effects have undoubtedly been done to death. It's hard to figure out new ways to enchant. In this thread I hope we can collect novel ideas for equipment (not necessarily "artifacts") that can be used in quests or just placed in the environment. Both unique enchantments/potions and scripting ideas for equipment are welcome.
Examples:
DtD's [url=http://tamriel-rebuilt.org/old_forum/viewtopic.php?t=24462]Boots of Lightning Speed[/url]: Fortify Athletics + Lightning Damage. Currently being implemented in quest form.
Submariner's Boots/Greaves: This iron equipment has a high Swift Swim value, but also a Burden value. Perhaps the player could find a corpse wearing them near some kollops.
Starlight - A throwing star that has Blind and Light area effects.
Dwemer Helm of Illumination - A helmet that restores and/or fortifies Magicka, but induces Sun Damage. The idea is that the helmet conducts magic from light, but it's overloaded in daylight and boils the wearer's brain.

We should also add enchanted amulets/rings scripted to work under special conditions to allow new styles of play. Since these effects wouldn't show up as enchantments the player would have be notified of them in a MessageBox.
e.g. Amulet of Rain’s Soothing Hand (Restore Fatigue 1-3 pts Constant Effect when it rains)
Amulet of Mist-walking (Chameleon 30 pts Constant Effect when it’s misty)
Amulet of Magnus’ Shining Well (Restore Magicka 1 pts when it’s sunny, Light 15 pts )
Amulet of Nocturnal Prowling (25 pts Night Eye when it’s night, 25 pts Blind when it’s day)
Amulet of Insomniac Vigil (Fortify Speed +40, Agility +40, and Attack +20 for a good long while; but WakeUpPC for the whole time)
Amulet of Thunder-wrangling (Lightning Shield +30 when there’s a thunderstorm)
Amulet of Blizzard-wrangling (Frost Shield +30 when there’s a blizzard)
Amulet of Pacifistic Aura (Sanctuary 20 pts, Fortify Unarmored +10, and Personality +10 when no weapon drawn and no armor on)

Perhaps items drawing power from Azura, that adds some effect (restoration of magicka, restoration of some attribute or something of the sort) at the appearance of the Twilight Star (dawn and dusk)? Similar things could be done with other Daedra and places/items/times of day associated with the same.
Also items that, on use, require some sort of offering in exchange for the blessings or spells bound within, could be interesting. The mod 'Hammer of Kings' is a good example of this, which adds a hammer that does repairs in exchange for gold. Perhaps a Telvanni-charm, that fortifies health for a time in return for a Daedra heart or similar, simulating the life-extending magicks used, according to ingame dialogue, by the respectably ancient Telvanni magi.

This reminds me of a golden armor in a Diablo 2 mod that gives % more damage reduction based on how much gold you're carrying.
There could be a trade-off in carrying items associated with the unique, where player has to gather said items and sacrifice encumberance for the extra effect.
EJIRS idea is amazing for overpowered items. If such an item uses a rare misc gem/ingredient every time you use it, it might just be balanced by that. Also makes for very great ingredient hunting.
For example, imagine Rainbow (see my post above) eat fire salts, frost salts and void salts to do the corresponding damage?
Player has 2 fire salts, 1 frost salt and 0 void salts. 1 use of Rainbow would leave 1 fire salt, 1 frost and 0 void salt and do 100 fire damage, 100 frost and 0 lightning.
Edit - Perhaps I was a little enthusiastic, as I don't see a way to add the effect on targeted enemy. It seems easy to add it to the player, though.
