Rift Pass is considered to be where Veloth first entered Resdayn (modern Morrowind), and as such is considered a place of pilgrimage.

Rift Pass is considered to be where Veloth first entered Resdayn (modern Morrowind), and as such is considered a place of pilgrimage.
This is that interior. No shrine or statues here.
To me it sounds as though this interior is supposed to be where pilgrims go, and as such should be religiously themed, but it should simply not contain any statues or shrine activators. I'm not sure what you would put here though; my suggestion would be a prominent donation plate/basin, maybe prayer stools, maybe an altar, probably banners of Veloth and the Tribunal or somesuch.
A foot bath of some description would be another idea, to wash the feet of pilgrims preparing to embark on the pilgrimage to Necrom; either using water to cleans their feet in preparation for the journey, or ash as a sort of baptism to Morrowind.
Edit: I'm assuming that the intent of whoever wrote that description was to ensure that whoever made this didn't go overboard. TR's developers have sprinkled statues around rather liberally in the past, and shrine activators, for that matter; and shrine activators don't really mix well with the stronghold tileset anyway.

May I suggest the following too. The interior would be predominately a large open area, maybe some rooms on the sides. Use stronghold pieces by the door, but then have them merge into cave pieces toward the back. The cave would be the spot where Velothi proclaimed that they had made it to the promised land, Resdaynia.Entrance (-31, 4) ; Whatever you want it to be, perhaps a storage?
PS: I also liked the idea of using the ash some how.
