Can you make a NPC to have his sword draw without
being in a fight... Like the equip command just for
NPCs... If it can be done could someone please write
this script for me?

No. But you can make them hostile and then immediatly make them unhostile.

and thier weapon will still be drawed?

I think so, the weapon wielding mannequin plugin does that so the weapon is shown.

Should yes although there may be more involved and it will put it's weapon away when you change cells. Although I am not a scripter I looked at the scripts of a manequin script that wields weapons and that's what my suggestion comes from.
