Yes, yes... I'd seen this before. Quite definately the best, most 'Elder Scolls-ish" dragon I've seen. I do believe this model is for the 'Creatures of the Night 3' mod to be released sometime somewhere.
Be sure to take a look at the pics of his Balrog model, it's not really TR related but it IS a very excellent model as well.

I'm afraid my knowledge of dragons is very slim.
However, weren't most dragons in Morrowind driven off by the cliff racers (according to TIL?) I'm not saying we've no right to include them, I'm sure it's already been discussed, but my point is they'd be very, very rare.
So here's my idea:
What if we made or used a different (or at least different-colored) dragon for each dragon?
This would obviously mean they wouldn't be randomly spawned, but it's an idea. It'd make dealing with a dragon more special, and make for more interesting encounters. Instead of that first shock of seeing a dragon and then a constant irritation of them after the first few fights, we could make each encounter exciting, and give the player yet another thing to keep him hooked on the game for a long, long time.
I recognize this would make a lot more work, and it's easy for me to say, as I don't make creature models (or at least, not yet) but I daresay there's plenty of time before we move on to Skyrim, so three or four dragon encounters would make sense.
I know Puma Man has made his own dragon model, and I imagine others probably have too. Make a few different colors and Tamriel Rebuilt gets that much more interesting.

In the Icewind Dale Trilogy, each dragon the characters faced was different in some way. Ice dragons that had ice breath, black dragons that breathed black clouds of despair, silver dragon with unknown properties and attacks, red dragons with breaths of flame. Each could have their own attitudes and everything. These would be creatures worth perfecting.
37: Rejoice as TeeAr rebuilds these lands that have been ravaged by war and famine. May those who STand in his way be smited by his many hands in an unrelenting torment.

Brass- Fire
Gold- Fire
Bronze- Wind
Copper- Acid
Blue- Electricity
Green- Gas
White- Ice
I believe it should be this since these atrributes better suit the colors. No Offense but the ones listed above do not correspond with the colors of the dragons:
Gold: Fire
Silver: Frost
Copper: Acid
Bronze: Lightning
Brass: Gas
---
Red: Fire
White: Frost
Black: Acid
Blue: Lightning
Green: Gas

Actually, elder scrolls dragons do not look like that. CHeck out the "redguard intro movie scenes" on TIL, there are at least 3 pictures.

Well that wasn't in question there have always been dragons as part of the imperial legion. However the continent of akavir book clearly says all black and red dragons specifically were completally wiped out.
And if that was only talking about akavir and not Tamriel then why are there few dragons in tamriel?

There is really nothing saying a dragon could not be in Skyrim. He would have to be a well-hidden creature with a cave large enough to allow him to leave it (those two things exclude most areas beyond deep mountainous wilderness). None would be in Morrowind, though, since they apparently don't like cliffracer swarms.
Trudging through the relentless Skyrim snowstorms, the lone Paladin looks on in sorrow as the land of Tamriel evolves without him; his mind occupied with other matters.

Different colors of dragon have been implied in the lore, so I can't see the problem with a white snow dragon. As for pictures, well...
What you have posted already is about the only picture I know of produced by Bethesda. Daggerfall never had a dragon (Peryite is a daedra, not a dragon). Redguard had one dragon but it was crappy looking (probably due to the graphical quality of the day). Drawings of dragons would do the best job of portraying what Bethesda would think the dragons should ideally look like and, as far as I know, what you posted (and the others with it) is about all the drawings there is. So, I would go by that example and try to make it look as similar as possible (only white colored).
