I have a question, and since here is a right place, i'm gonna ask evryone about this topic...
When ever I asked someone in Ebonheart about "latest rumours" thay mentioned problems in Cyrodill, and all over mainland about civil war. And I think that only one thing that lack in the game was a war. You know, a BIG battle between royality and civilians. And also, Tamriel is only one continent, and I heard about "Outer Realms". Some dunmer in Vivec said something about continious attack in last hundred years from Outer Realms.
I do think that at least there should be a great war, involving destroyed cities, and mad warlords.
And one more thing, I don't want to others think that I'm crazed about wars, but everyone in game is talking about battles, but there is none.

it's not possible to have a full-scale war in TES: III Editor for a couple of reasons...
1 - FPS would be in the negatives about 70 percent of the time
2 - we don't have the FULL capabilities to make a whole war...plus we don't have the time, and it's not a priority. I'm positive the ESIV engine will be capable, however.

I think the only way that a War could be staged in Morrowind is if someone were to model incredibly low-poly versions of soldiers. This would look silly, compared to the other NPCs, but would keep the frame rate from dying.
Essentially, we're going to have to wait and hope for Oblivion to fix the problem of large groups of people.
The closest I've seen to a "war" would have been the Fort Firemoth plugin, in which you would be fighting up to 7 skeletons at a time, with more charging at you all the time. But it never reached "massive scale" because the engine just isn't made for it.
I understand that hermit is making an old battlefield, which will have a lot of long-dead warriors, but that's the closest we'll see to all-out war, I think.

A war would be a major event and so have to be part of the main quest. Due to engine restrictions we also couldn't have the player actually see a full scale epic confrontation, but smaller scale skirmishes are well within our reach. To make the impression of an epic battle, we don't need the player to actually see an epic battle, we just have to use the tools at our disposals to hint at it. We could, for example, have the player come in at the aftermath of the battle, with small skirmishes going on, basically the winning force beating up on the few stragglers, and maybe have there be a building or two still held by hostile forces that the player has to go help clean out. And there should be dead bodies strewn about and everything should look like a war was just fought at that site.
