Think of an NPC!

How about a struggling businessman? Have an NPC, maybe an Dunmer merchant down on his luck and trying to revive his small business? When you ask him about general topics, he grumbles about how So-And-So isn't very friendly towards small business, and that the Imperials are trying to shut him out of his trade. By asking him about skooma, though, he gets really defensive and quiet, and you lose a lot of disposition with him, implying that he might be a drug dealer.
Or maybe a Mafia-type gangster? Someone who owns a restaraunt but when asked about "my trade" claims that he does "work" or "business" and that he sells "insurance" on the side. If you talk to him about Imperial matters, he mentions that he loves the Imperials and thinks they're doing an excellent job running thr province. Certain questions about different races and locations provide similar responses.

I got this idea from the "Lost in Translation" quest idea: An old Telvanni wizard who lives in a secluded tower. He speaks only Dunmeri and does not know that Morrowind is now ruled by the Empire. There are a couple problems with this, of course: 1. Two characters who are traditional Dunmer and can speak only dunmeri would be a bit much, and 2. I don't know how old Fyr is, but a Telvanni wizard would have to have lived pretty long for him not to know about the Empire.
But I just thought I'd post it anyway.

Most Telvanni Lords (and more than a few other Dunmer) have been around longer than the current incarnation of the Empire. Lord Fyr is reputed to be ~4000 years old which puts his birth right around the foundation of the first Cyrodiilic Empire (birth ~1E 240, give or take a couple hundred years perhaps, probably during the Nord occupation which). He would have been about 400 years old during the War of the First Council (following the expulsion of the Nords, foundation of Resdayn, and just before the change from Chimer to Dunmer). This makes him a young contemporary of Sortha Sil, Vivec, Almalexia, Dagoth Ur, and Nerevar. A beggar in Almalexia who says he's been cheated. He has bought a house and apparently it was also sold to someone else. Now he has lost his money and can't afford to claim his rights as the seller has dissapeared to another city. This could be a good quest idea. I see this sort of thing happen in a city as big as Almalexia.

says she's a huntress, she hunts animals and sells what she doesn't use herself.

Ashera, hireling (f)
Race: Kahjit
Description: Lioness-like mercenary, medium to heavy armour, who fights with a spear and crossbow.(like a Medievil footsoldier
but solitary. Hates bugs.

-Latest Rumors:
says that with all the rich adventurers in Morrowind these days, things are looking up for hired footsoldiers, such
as herself.
-My Trade:
says she's a mercenary who fights with crossbow and spear.
-Crossbow:
says it's easier to use than the bow and arrows, and as such better suited for warriors with more sense of adventure
than patience (Note: don't know if this breaks Lore)
-Spear:
says it's useful to keep nasties at a safe distance, like bugs.

to the mansions of the rich to help herself to their cyrodilic brandy and hors-d'oefres. Extravagantly dressed.

says the sweetmeats in Curio Manor are supposedly the best in the Imperial Province.

says she's a party person, she furnishes parties with conversations and and lights up the world with her personality.

says it helps naturally pretty women like her look even more attractive, and so helps her acquire the necessities of life, such
as free cyrodilic brandy.
Hangover Tip:
-It helps if you use the restoration scroll BEFORE resting.

Description: (Preferably short-haired) women wearing pants and a shirt, (no shirt or robe) who roams the coast for
loot washed in by the tide. Otherwise she keeps herself alive with crabmeat. She uses a dagger to open oisters, kill
mudcrabs, and get rid of in-the-way slaughterfish.

asks if you have heard about a haunted shipwreck in Cyrodiil.

says she's a nun, and she even prays to Aetherius when it rains. That's when she's not at an inn.

says at least the priests don't steal from each other.

Description: Robed Altmer who makes a living by performing magic from the illusion school, he also trains people he
likes.

says he's an illusionist, someone who makes a living by getting payed to alter the perception individuals have
of their environment, or of others, or of themselves.
-Altering Someones Perception Of The Environment:
says it's arguably the crudest way to use illusion magic, and the object will always know. It can, however, be pretty effective.
-Altering Someones Perception Of Others:
says it is very useful in difficult social situations.
-Altering Someones Perception Of Themselves:
says it's the noblest, but at the same time potentially most devious application of illusion magic. For this reason
it is also the most infamous use of it. Still, it is possible that king Pelagius would not nearly have suffered so much, had he been
treated by one adept in the arts of illusion.
-Making Up Things:
I'm not telling stories. That would be lying. But the truth can be made up, if you know how.

Let me take this one and run with it. You find him at the top of a tall cliff, with some empty bottles lying around. Player can try to talk him out of his delusion, but nothing the player says will actually convince the drunk he can't fly.

After a few unsuccessful attempts at convincing him, the drunk finally says "Jess wash me. I'll prove I can fly," and then he jumps. Player can hear him screaming on the way down.
When player investigates, he finds the drunk alive and well (still drunk) on the ground below, along with another person. Drunk says "Haha, I betchshoo thought I was gonna go shhplatt! Hehe..." (only option at this point is <goodbye> to avoid breaking the mood by being able to talk about other topics). The other person here says "He's always doing this, getting drunk and then jumping from some height. I've learned that when he reaches a certain point of inebriation it is best if I just head on down and wait until he's finsihed drinking. When I hear him screaming I just look up and cast slowfall on him. One of these days he's going to forget that I didn't come with him that day and he really will go splat."
Maybe have the drunk appear somewhere else later, again atop a cliff and, of course, drunk. This time there's no friend below when he jumps.
NOTE: This may be tricky to code because if the PC can levitate, and chooses to follow the drunk off the cliff, they need to see the sudden plummet followed by the slow landing for the last few feet. Will have to trigger the friend on the ground to actually cast a spell, followed by adding slowfall effect to drunk.
The moral of the story? No moral, but Nicholas van Rjin walks away softly singing "I've got friieends in looooow places..."
I could get soooo much more work done if I didn't have an adorable, and very demanding, cat. Play with me, pet me, hold me for at least 10 minutes. Okay, that's enough. I'm leaving. Three minutes later... I'm baaaaaack.

not sure if something similar to this has been done, but this can apply to a few different roles such as adventurer or old guy in bar who tells stories ect. Someone who has been cursed by Sheograth to constantly talk in Rhyme, which is very similar to one of the books where a man has to talk through the alphabet.

I think that most of the Dunmer will avoid that guy. I think that the Dunmer are too conservative about them.

Race: An imperial or breton, actually it may be any race.
He isn't interessed in magics, but in science (physics or biology or chemistry, whatever you non-magic science choose). I think that nuclear science and quantum physics is a little bit too far.

you ask around for work and someone sends you to a gang representative and you do 3 or 4 small in-town quests.
If you are the speaker for the black hand, then you will be approached by a beggar, who gives you a note (invitation to meet her)
Thief Gang a group of cutthroats and robbers, loosley led by a single criminal who doesn't go out in the day (he's a vampire but through lighting and appearel you can't be sure) he will have a series of short, but drawn out quests that can combine DB and TG styles. They are simply criminal acts of theft, extortion, murder.
Gang leader:
race: Imperial

Class: thief or pickpocket
Demeanor: very obese and unruly. bad clothes, poor living conditions and foul language. (yes, i understand that a fat vampire is a little out of context but atleast its a little origional )
One quest idea for the Gang: you have to track down a pompous noble who says things like :
"back off, or i'll call the guards!"
"do you know who I am, Peasant? I am (blah blah)"
"I could have you arrested you know"
"the count is my personal friend, (or) I have friends in high places!"
your objective is to catch him away from the guards and assault him and knock him out (you cant let him spot you i.e. just sneak up behind him and club him) you then plant a note on his person threatening to knife him if he doesn't keep quiet.
yeah, i know they are quests but they go along with the NPC's directly, sso i didn't want to post two identical things in different forums

I don't think a homosexual Dunmer will work, because for a Dunmer 'conservative' means something different than for most of us IRL westeners (I'm supposing you are one). I'm not going into the Tribunal or the Daedra or even the corpseblackbird wrote:A homosexual male

they wont have the same hang-ups as we have.
Also, I believe that a character that directly answers to a straightforward sexual classification of sexual roles is not present in Morrowind.
If you do want a sexually deviant Dunmer male character tending towards IRL homosexuality in Morrowind I suggest a berdache, which would basically be a male member of the Wise Woman Class, perhaps dressed in de garments Wise Women wear.

I have a shack near Tel Muthada, which i like to name, could i use your character Hals-Ei for it? The lizard living in the shack knows alchemy, has a staff, a lute and he can make or fix clothes.
EDIT: the shack is too close to Tel Muthada for a free argonian living in it, i have to give it another name with another inhabitor.

If you or any other modder would like to have any of my NPC characters added to your claim, just take it up with Ludovic. I'm still updating the dialogue, since I understand a bit more about the way dialogues work now. It will be a word or .txt file, as the topics will have to be checked first. I hope I can finish it this weekend.

I think an NPC that basically looks like a village idiot , although he displays odd behaviour and walks around in little clothing smelling of animal feaces , he was actually a double agent spy for the televanni and he has some secrets in his brain , but to stop him from defecting and spilling the secrets he has been put under a spell to make him stupid , although sometimes you can jog his memory to let sotries slip out
