Question about Firewatch

When approaching Firewatch, the guards call me 'recruit' and fine me if I don't turn back. Now, I've got the top Imperial rank, so I'm wandering why this is...

You can not enter MORROWIND because vanderfall is in quarentine, thats why the guards don't let you in you have to find another way to do it (Tip: swim...).

I am thinking this is because the Guards are in the Imperial Legion Molagraedh faction and you are in the Imperial Legion faction (from Vvardenfell).

This is a situation I was thinking was going to be a problem. I am working on the quest line for the Imperial Legion in Firewatch and have been trying to find ways to work around this as TR currently has the view that the Vvardenfell factions need to be separate from the Mainland factions.

So far I have managed to keep the reactions of the NPCs consistent with what should be given to a low ranking member of the Legion, but have yet to see what happens with the higher ranks. Thank you for providing me with that answer.

(Note: As quest 1 for the FW IL has not been merged, the current reactions are not a result of anything I have done).
