Wile you visit a town for some trading you hear a rumor of a rich town over run whit walking death that killed all that lived there.
Lateron you hear a rumor of a warband returning whit loads of precious gems from that town, they claim to have killed all the undeath whit the odds agenst them still they had to leave half the goods there and ask you if you could help them carry the goods back to town.
If you agree, you get 5% of all you carry.
they need to arenge some stuff so they meet you there.
You arive at the town whit the undeath and it looks like a warzone corpses every were but you don't see the ones who you should meet here, but in the middel of the square you see a small golden statue.
Sudenly you are surrounded by the undeath but in stead of attacking one aproces you and tell's the said storry of the greeds curse that transformed all in to skeletons.
You have to find the warlock who cursed them and try to undo the curse, in return you can have all the valuebels in town (couple of gems and coins since the town allready been looted)
you got 2 choices/
1. kill all and take the gold statue.
2. find the warlock and undo the curse.
Undo the curse.
After figthing you're way to a dark ruined settlement you find the warlock. he tells you his said story about how the greedy towns people (the ones he cursed) scamed him out of the only thing he value's in the mortall plane.
You got 3 choices.
1. kill him. that breakes the curse yet you get scamed by the towns folk and end up whit nothing even have to pay for damages you supose to have done to the town.
2. get the towns folk to give you the statue so he can reverce the curse.
The towns people say the don't trust you enough to give it like that so they want something valueble from you till the curse gets lifted.
Of cource you get scamed the curse is lifted but you don't get you valuebles back.
3. in the cover of darknes you steall the statue and give it back to the warlock, as a thanks he teaches you a summoning spel. and reverces the curse so you can trade whit the merciand in town, he has loads of cash but he only gives the lowest value for you're goods, and bribing or anything els to influece it doesn't work.
If you chose 2 you can go back to the warlock and tell him about it and how the curse didn't teach them what he wanted.
He curses them agen, when you go to the town agen you find it abandoned, yet there is no trace of any valueble items all you find is the deed to the town and you can use it as you please.
Making it a profitable town by hireing traders, guards, craftsman, farmers ect or just leave it like that.
Also not that you need to pay taxe's as a vilage headman, make sure goods get deliverd and defend it agest enemy's

Huge lore holes here. But the main problem is this:
If the undead overran a town, that would imply the hand of a necromancer. That would lead to the Temple sending in a horde or Ordinators to steamroller the place.
Unfortunatly, this error pretty much invalidates the entire quest.

I'm not sure, but I think that the idea of controlling a town has been labeled a little sketchy. Maybe if there were quests similar to the stronghold quests (like you said, the hiring of guards etc.) it would work, but I don't know how well the defending the town/receiving shipments thing would work.

You might be able to have your necromantic invasion, but like Dexter said, to keep it with lore the player wouldn't be sent in to handle it himself. It would be a fairly large matter, with all sorts of zealous death cries and the ebony maces of holiness and what-not.
Think about the Bethesda mod with the undead fort mission. It would end up being a bit like that, if your idea where to be made acceptable, and it would have to take place in a relatively isolated, small town somewhere.

Yes, this is similar to the firemoth legion fort concept, or my Great Shoals addon (which admitedly was originally spawned from how much I hated the firemoth addon and the fact that I felt I could do a far better job with a similar storyline). I think TR could do with having a quest envolving an undead takeover of a remote town or island outpost, however I don't know if map 1 is nessasarilly the best place for this. It may be good however as there are a few remote towns, and the temple influence in Telvanni lands is rather lax. I think it should be a triggered sort of quest thing, where one of the towns starts out normal, and once you get past a certain level (high enough to have a chance at the quest) the normal npcs should be deactivated and replaced by undead. Maybe have some traveler show up in a boat (if the town is on an island) or on foot and near death (if the town is in a remote part of the mainland) and discribe to the local authorities (Imperials if it was an imperial town, Telvanni if it's a Telvanni town) how he just barely escaped when some strange disease spread through the town, maybe from somthing the others ate or drank that he didn't, or maybe he's just a traveler who showed up at the town and found it infested with the undead. In any case, if you're a member of the faction he reported this to, you're sent to try to figure out what the situation is (because for one reason or another the Telvanni or Imperials can't spare the men to go, or they sent men, but they didn't come back). From there the undead curse storyline could take over, or some other explaination.
