well, dont know where else to put this, so here it comes:
if you got Moonsugar, Skooma, Raw Glass, Raw ebony or Dwemer artefacts, guards gonna run to you if they see you, talk to you (automatic) and remove the stuff and give you a fine, maybe there gonna be "smuggling Guards" on the common roads. Now the player can accutally can become smuggler :D .

The player becomes a smuggler because they get caught for smuggling? There's a little more to it then that.


Only the first two would actually be enforced, anyways.

Umm. Just imagine that I have a well-hidden ebony piece in my pocket but than, magically, guard appears, runs to me and confiscates that piece he shouldn't even know about.

Maybe it smells...apparently that's how merchants know about your sugar and skooma...

well, is it funny to be a smuggler if you can walk throug city, without enyone cares? no difficulties, no fun, (an option could be that you only get "caut" if you speak to enyone, also non-guards, and then the chase goes on. "Smuggling Guards" could have nix-hounds that could smell Moonsugar, and run to you on sight?)

erhhm, Sload Lord, it is ilegal to transport raw ebony, raw glass, and dwemer artefacts, without imperial permission, (well maybe you could buy a trading pass?)

I can understand may be a quest with a sort of 'sting' operation set up by the Imperials, but how can you be a smuggler if ever guard knows exactly what you have in your pockets? If every guard could detect that, smugglers would barely exist in civilization, and the prices of smuggled goods would skyrocket.

We could make a thieves guild quest where you have to go to a port, grab some illegal whatever, run back to the guild, and all the while guards chase you because they were tipped off or they saw you take the goods.

i really like gosharkgo's idea, i have been thinking of some "smuggling nest's" places where smugglers meet, where you can get quests (like the ones gosharkgo mentioned).
Right guys, i understand that the idea of all-knowing guards isnt good, but how about the sugar-smelling nex-hounds?

I think smuggling nests would be a good idea. The original game lacked anything for evil players to do.
