If I claimed Some Land and Built all the Houses Plants Ect. And finished The land Would I have to make some Jobs to do there or could sombody else do it. Cuz I'm not So Great at Making Quests.

If you claim land you can't just build whatever you want in it, you have to build what is described. No cities are currently available for claiming.
When you claim an exterior, you only do the exterior. NPCs and Interiors are all done later.
