I must say that I sometimes really hate Dunmeri people. And I've noticed that some other folk hate them too. So, I got this violent and rasistic idea.
WE HATE DARK ELVES GUILD

Its a guild found by people who hate Dunmer. Some of them are ex-slaves who want their revenge, some have been pushed around by them and some the members are just maniacs who like to kill.
Their main goal is to perish the race of the Dark Elves.

Axe
Heavy Armor
Medium Armor
Spear
Blunt Weapon
Ranks:
0 - Dark Elf Hater
1 - Dark Elf Killer
2 - Dark Elf Murderer
3 - Dark Elf Slayer
4 - Dark Elf's Nightmare
(more ranks? maybe)
The Guildmaster (in rank 4) gives you some quests. All of them include killing one or more dark elves. Plus you get some extra money from the other members when you kill enough Dark Elves (like 50 septims for 10 dark elves, 100 for 20 etc.)
I know that this mod is quite... rasistic and might irritate people who play as dark elves.

New Factions are already incredibly unlikely to be included, and new political factions of large scale (especially terroristic factions like these two you've suggested) have a very tiny tiny chance of being useful. We've got enough of that kind of thing in other factions.
However, small terrorist factions that are only featured in one or two quests (like of 4 or 5 people) would work.

As a guild, it's silly. Especially if it's joinable.
At most, it could be a small criminal ring (no associated faction) that is responsible for random murders in a small area and with an associated quest where the Nerevarine can bring them all to justice.
Dunmers are haughty, contemptuous, and xenophobic, but that's no reason to plan genocide. (Otherwise, the high elves should be slain first.)

This is, before all else, silly.
And I seriously doupt this would get any coverage even as an idea. I mean, it's not like we haven't got already enough stuff that actually fits the game that needs to be done, that we can afford to waste our time on such folly.

Why don't we close this before someone gets hurt huh? Remember what happened to Salem_Hlaalu? First, there was small critizism about his writing, then it bloated into a mushroom of insults about a his writing skills, then it resulted in the member leaving. We don't want that eh?

I understand your idea behind the guild, but it is a guild wich would be very undiversified. Think about it: quest one: go kill a dark elf, quest two: go kill the dark elves in that area... Catch my drift?
If you want a quest/quests like that in tr, try to make them as a misc quest.
Forexample: Player meet [not_darkElf_npc1] and [not_darkElf_npc2] wich just have been in a fight with three dark elves from the same city. The fight was caused of rasistic behaviour from [not_darkElf_npc1] and [not_darkElf_npc2].
[not_darkElf_npc1] and [not_darkElf_npc2] wants player to go beat up or/and kill the trio of dark elves.(make the racist be cowards to have some moral in the quests ) The player should ofcourse have multiple choises to kill, not to kill, ect.
