Creating new exterior cells...
While I enjoy Oblivion, I have had a pet-project that I would like to finish for Morrowind before I start anything for Oblivion. However, my project is large (size of Bloodmoon when completed) and I need to create some new exterior cells to do so. The problem is that I cannot figure out how to make new cells. Even when I go and create a new region, I cannot mark anything except the existing cells, which I do not wish to overwrite. So how do I create a few new cells?
open up the editor, and goto a cell that's near the area you want to make your landmass in. (ie if it's southwest of Solstheim and west of Ald-Ruhn, goto Gnisis.)
Then hit the arrow key (left arrow key) if you went to Gnisis) a couple of times until you see nothing but brown wilderness in your render window (ie untouched cells in the game).
Then hit the 'h' key, to bringup the landscape editing window. then select the render window, and move your curser into it.
You should see a big red circle centered around where your cursor was (your cursor is now invisible) [you can change the size of the red circle in the landscape editing window, if you wish]. move your red circle to the desired spot, click+hold, and move your mouse forward or backwards (ie move the cursor up or down) and the land in your circle should rise and fall, respectively.

Right, I can do that, but will I later be able to assign a region to it? I want different weather for this region, as well as different creatures and such.

OK I see now, it creates cells as it goes. Now, is there a way for me to simply snap to one of those locations without creating a ton of cells stemming from the existing for to the new one? If I can do that I will be set.

I don't think that's possible. but it doesn't matter, because water covers the unused cells (cells you haven't raised land in), so it's just like the ocean. dozens of unused cells surround vvardenfell, you just can't see them because they're underwater.
