How do I create a continent

I want do create an island apart from vvardenfell. How would I do that? I guess I just need to know how to make a new exterior cell and how to raise the land out of the water, I can fill in the rest.

the easiest way is to pick a coast of vvardenfell and just start scrolling away from it until you hit flat brown land. open up the landscaping window and start raising land (the actual building parts are best covered in the aforementioned tutorials).
