Ghost Town in Morrowind?

Ghost Town in Morrowind?
I don't know if this is the right place to post this but I was just thinking about a mini-quest idea for Morrowind. Please let me know if this is or isn't suitable for TR.
A small 'ghost-town' in a secluded location, maybe on the coast or in the wilderness. If you visit during the day there are no people and it seems that everyone just got up and left one day. There is a general spooky atmosphere. However if you visit at night, ancestral ghosts and the like appear.
One ghost inside a house may not be aggressive and may give you a quest relating to how the town became a 'ghost-town' etc.
Or it could be a quest given to you by an NPC in a separate town who asks you to unravel the mysteries of the ghost-town. Ofcourse, nobody knows where it is though.

There are ruined settlements all over Map 2 that this could work with.
If you want, come up with a more detailed plan for a quest, and put it in the Claims Design thread for Map 2 Wilderness quests.

Aranyon Pass in Map 1 is just 'flavour', really, so it's not like we're over-running with ghost quests.
