Tibunal Temple Quests

I'm playing through the mainland tribunal questline, I finished the stuff in Ranyon-Ruhn and now Ratagos wants me to go to Necrom and tell my findings to the leader of the temple there? Who is this leader? Is it the grandmatron? If so, why doesnt that scribe think daedric cults is a good enough reason to talk with the grand matron? Is this quest completed?
