May raise level of upgrade skills and Attributes to 300 or 200 like in fallout 1&2?
Because player can reach 100 in all skills in Vvardenfell and Soltsheim, and there will be no the prospects for character upgrades

This would be good otherwise we should focus on creating multiple lengthy storylines designed to be played through with a new character for each. Playing through all Morrowind and all guilds doesn't make sense anyway. IMO players best experience the game by playing through main quest with one character then having a couple alternates, like thief or magicka type and only doing the appropriate quests with those characters. Using only one character will lead to boring gameplay. Characters are already gods once Morrowind and it's expansions are played through fairly casually.
So optimal progression for thief character would be misc quest and exploration and Vvardenfel thieves guild then smuggling and TG quests in mainland. Should be some interesting endgame stuff there too. If questline cause conflict between guilds ie imperial legion and TG, play through of that guild with alt character type would offer the other perspective.
Experiencing the game in this way is currently upto the player but it could be enforced to improve leveling and story. I believe this is how the game was meant to be played. I think that is why magicka is typically so limited. This is a classic rpg with strictly defined classes dice rolls etc. Players are meant to specialize, but even playing like this, characters will max out their stats this such a massive environment and eventually those core skills and abilities should be allowed to continually improve.
