If you look in my sig, you see this subject on hold but with Greybeard making Creatures of Tamriel I felt like bringing this up again.
We cannot use the default leveled creature lists from Vvardenfell since they are grouped according to geographical region (Bitter Coast, Ascadian Isles, ...) and we are supposed not to touch that island in any way. Therefor we should create a new set of leveled lists for the Morrowind Mainland.
I have already created a beta for this. It only contains the default critters but since Greybeard is doing CoT now I will include the new critters accordingly.
There is however one big question:
How are we supposed to divide the leveled lists? According to region or style?
Region: like on Vvardenfell
Style: seperate lists for coastal critters, swamp critters, valley critters, mountainous critters,...
I personally think the second idea is the best approach, however there are still some 'regional' creatures, like the Dres flying bugs... are they supposed to roam everywhere in Morrowind or only in Dres territory?
WILDLIFE
I currently have wildlife divided in these 'habitats':
Coast:
Basicly this is where you find a beach and water (duh!). Creatures that should be placed along the coast include Betty Netch, Bull Netch, Cliff racer and Mudcrab.
Eggmine (exterior):
These creatures are found in areas close to eggmines. The reason why I made a seperate group for this is that eggmines are found in a wide variety of places: mountainous, valley, plain... Following creatures should be placed in regions with eggmines nearby: Kwama Forager and Scrib.
Mountain:
With mountain I actually mean a mountainous, barren region (like Molag Amur or the Ashlands on Vvardenfell). You should not place these creatures on top of a small mountainrange, dividing two valleys, neither on steep hills: Alit, Cliff racer, Guar, Rat and Shalk.
Plain (could have hills though):
A plain is basicly a large flat surface, containing little trees and lots of other flora. The landscape can also be hilly. Think of the Grazelands on Vvardenfell. The most important aspect of a plain is the absence of rivers. Those are usually found in a valley. Typical plain-creatures are: Alit, Guar, Kagouti, Nixhound, Rat, and Shalk
Swamp:
Well, I suppose everybody knows how a swamp looks like? It's like the Bitter Coast Region on Vvardenfell: Lots of trees, vines, mushrooms, water, fog, ... Following creatures should go in swamps: Betty Netch, Bull Netch, Cliff racer, Nixhound, and Rat.
Valley:
A valley usually has two mountainranges (or large hills) on each side with a river running in the middle. A typical valley is the one Balmora is build in. These creatures are found in valleys: Betty Netch, Bull Netch, Guar, Kagouti, Nixhound, Rat, and Shalk.
River/Lake/Sea:
There are currently three aquatic creatures: Slaughterfish (large & small) and Dreugh. Slaughterfish are found both in rivers and lakes aswell as in open sea. Dreugh are only found in salt seawater.
OTHER:
Daedra, Dwemer and Tomb lists:
These lists should be placed in Daedric ruins, Dwemer ruins and Ancestral Tombs. For each group there are easy, normal and hard lists, depending on how difficult and well guarded you want a certain area to be.
Daedric ruins:
Allthough meant mainly for interior use you can use these lists also outside your ruin (to guard it).
Dwemer ruins:
Should only be used inside.
Tombs:
Should only be used inside tombs.
A FINAL NOTE ABOUT WILDLIFE:
The original game only allows a certain group of creatures being spawned when the player had a certain level. This is why you hardly find a rat when you're a level 20 player. This is however highly unrealistic. I took a different approach. Once the player has reached a high level he will see the creatures' appearance be rather natural. He will find less Alits than Guars since Alits are predators and Guars prey... You don't see more lions then gazelle in Africa either.

To avoid not seeing lower level creatures, you can select so that it randomly pics from anything of the PC level and below. you still don't see lower level creatures as much, but even with a high lvl char, i still see plenty of rats
That organization of lists is pretty good to use, if we followed the region style, we'd have to switch what leveled lists are used every few cells. with general regions like you made, if the terrain switches from WG to GL or to AI the same leveled list could be used in both areas.
