Now, don't attack me, but if everybody wanted to get TR as an official plugin... the reasons I've heard about Bethesda not wanting to isn't because we're not professional grade (cuz' frankly, that's really what all this is) but because we'll never get finished. I may be wrong about this, but couldn't we just release Morrowind the province to begin with, then make a script or invisible barriers that you can't get through without a passport all around it. That way Morrowind will be done, and we could add seperate provinces along the way (after Skyrim is done we could just add a couple Skyrim Passports to Morrowind etc. etc.) It's just I think the general public (i.e. everyone who hasn't found this site) should know about TR.

We were talking about adding a 2 cells wide area after the border with nearly no statics, and a message appearing saying that one couldn't go further ... ?

We can't prevent someone who want to cheat from cheating. That's obvious, and therefore I guess the best solution would be to simply tell the player that the province is finished, with an approporiate message... If the player wants to get outside the province, fine, but he was warned.
Trying to prevent him from getting outside ( with invisio walls as you suggested ) will only make him try to find how to cross them. That's my opinion.
