What about a script that makes skooma pipes usebal?

. Yeah... but it should be up to the player of course. Some ingrediens should not be smokebal. Like diamonds and stuff.

Isn't the skooma pipe a calcinator or something? I think it's possible to use it when making potions, so we could do so the pipe actualy makes skooma, just with moon sugar, some other rare ingredients, and a empty skooma vial. It could be failed if the player has a low alchemy level.
If we sucsess in making the skooma pipe, it could be added into a quest or a criminal faction! The player could first just get the ingredients to the "boss" and deliver the skooma to other customers, but after rising in rank, the player could make skooma himself.
Just a example based on my screwed up fantasy!

Maybe, maybe not... I just wanted to make it usebal... It has always irretated me that it were nearly useless... And the part about getting the effeckt of ingredients where just an idea I came up with.

Piece of cake. My only question (and it's adressed to the core) is: Is it really needed ? Should it be an old skooma pipe with a script attached aka breaking our own rule or new item aka creating strange misunderstandigs ?

...the skooma pipe is for smoking moonsugar, a calcinator and/or mortar and pestle is for creating skooma. At least thats how it should be. We don't need to add this, I don't think, since there are already enough ways for a character to get high.

Is it possible to get litterally hooked on skooma, moonsugan or alcohol? If not, it should be. The skooma making devise would probalbly be some sort of still, and there should be one for alcohol if not one for each type of alcohol, I mean why smuggle, rely on crooks or pay a tax, make your own sujamma.

I think this is a good idea, making skooma pipes something special.
Let's look at the real world for inspiration on this one. Let's say that skooma is like the crack/cocaine of Tamriel. When you consume skooma in the game, my assumption is that you do something direct, such as snorting it or even drinking it. Now, anyone who has ever done any sort of hard drug will tell you that the more directly you take it, the more intense the high. Injecting it would be the most powerful.
When someone from Tamriel smokes skooma using a skooma pipe, that would serve to dull down the effects of the high. Therefore, if we wanted to give special effects to drugs smoked with a pipe, we could dull down the negative effects of skooma, but also tone down the bonuses as well.
