thats what the available city interiors for map 2 thread is for. You go to that thread, scroll down(or to next page) until you get to a post with a screenshot of Darconis Slums. Then you see what shack #4 looks like and THEN you claim it after you see that it's open.

you should read some TES CS tutorials, but it is the button with a grid on, and snap to angle is the button with the red pointy "arrow" on. Snap to grid does so the objects only can be moved to for example,
100 y, 200 y, 300 y. so the different pieces of house fits eachother.
I don't know about TESAME.
EDIT:
look at this

In Snap Grid, you can change the grid sizes so that each static you put into the CS is set on a grid(as in, it has rigid movement). This is mainly for creating interiors that require more than one static to put together. Snap Grid insures that there are no patches, coverings, holes, or overlaps in the interior pieces.
In the Com-VS-DE stuff, Sniper is talking about Common furniture/goods versus Dunmer furniture/goods. If the house is a common house, it should not use items/silverware/ornaments/lights that are dunmer, or have DE_ in their id tag. And vice versa for Dunmer houses.
