Valacca Prontia asks for Dwemer scrap but doesn't give the player any directions for where to find some. She should recommend Bthung, but directions should wait until after the exterior overhaul in Poison Song. If Bthung becomes a more dangerous dungeon it might be better to swap targets, seeing as this is a low level quest.
