If you convince Doranu Othril to tell you the truth about the errant velk before speaking with Thal Ullev, Thal Ullev will no longer havea dialogue option to discuss "errant velk" and you are unable to complete the quest by luring the Velk back to the paddock. You can still complete the quest by killing the Velk.

I do not think this was intentional.
