The Eye of Argonia quest in old Ebonheart. the 1st thieves guild one. The boat on the right (in attached image) should be the correct boat but there is no Ephaie Calicca NPC. I checked a video online and there is a boat with big red lettering on the sails, but there is no boat on mine. Also the online map says there should be 4 boats but there is only 3 boats on mine.
