Cells with no critters / leveled critters / NPCs: (-15, -18), (-14, -20), (-13, -15), (-11, -19), (-11, -18), (-10, -20), (-9, -19), ...
Cells with only one critter / leveled critter / NPCs: (-15, -20), (-15, -19), (-14, -18), (-12, -20), (-12, -19), (-12, -15), (-11, -16), (-10, -18), (-10, -19), (-9, -21), ...

(I have not looked further east in the CS, but ingame it was the western parts that made the most barren impression on me anyway.)

Some of these surely have their reasons (I haven't checked each single one), and there is no need to go for vanilla's density, but these make the place feel rather lonely and unfinished.

Where are the ashlander camps (both friendly and hostile)? Where are the low-level bandits (not famous enough for bounties)? Escaped criminals and slaves that got lost and need directions?

Why are there so few kagoutis and dust beetles, and no shalks?

Some of the roads leading into the Velothi Mountains share this problem. Was it a deliberate decision to not have any wolves except in Kothol?

I agree that it's an issue, but

  • More life and enemies will be added after the ext/int redo, now we're waiting until it's done
  • Despite being a badlands region, it's civilized enough for ashlanders except Obainat and a few smaller camps
  • RR has too many wilderness miscs, even after removing two quests in Firemoth update
  • Shalks are restricted to Vvardenfell
  • Lack of wolves may be intentional because it's Morrowind and they wouldn't survive there
