I'd like to offer up my services as a writer. Any or all of the types of projects described in the above quote interest me. I own and run a small indie publishing business, so I can't promise to take on a giant workload, but I would still like to contribute.
As for my CV...I do have two published books, but they are poetry (and rather embarrassing now) so I suppose that doesn't count. I have professional experience, though, in designing and formatting books (print and electronic) as well as book covers. And in walking 86-year-old authors who think "twitter" is a sound a bird makes through the process of managing and promoting their published works on the internet. Altogether it's a lot of tedious work and I love it.
I have reasonably good writing and editing/proofreading skills. But I will temper this by pointing out that the quality and usefulness of technical writing is limited by the quality and usefulness of the information it actually supplies. I will need instructions (or outlines, drafts, whatever) that are appropriately detailed and specific if I'm going to turn in exactly what you're asking for. In other words: I can't read minds and you have to tell me exactly what I'm supposed to do and either provide me with what I'll need to do it or tell me where to find it myself. I've been burned before being expected to spin straw into gold. Also, there is a limit to the type of editing I can do on certain topics. I can lay out a piece in easy-to-digest English, but I am not a modder and I won't be able to tell if the instructions/outline/draft I'm given skips something important, references something outdated, etc.
If you give me a writing or editing assignment, something that needs to be done right now, I could use that for my showcase and it would perhaps be more appropriate than the more quest-y, fiction-y types of writing jobs.
I'm also fairly competent with Photoshop if you need image editing or somesuch. I can show you some book covers I've done if you want to see a demonstration of those skills.

Okay, so here's how this goes: you do one example page first for evaluation, and then if it's good we can give you writing access to the Handbook and our basic pages.
If you have any questions or problems, feel free to either reply here or PM me here or in Discord, until another Lead pops up in here and takes charge.
As you've probably seen by now, the most easily tackled problem is our planning documentation.
The Lead who was taking care of it has been busy with real life for a really long time, and additional Editors were brought in, but haven't really done anything on the site.
Specifically, start with the section here: Planning Documents. Kwoomriders aside (who are like Schrödinger's Cat), most of these faction pages should be full of content, but they are not.
Of the few that do exist in a filled-in state, House Dres, House Redoran, House Indoril, and House Hlaalu can serve as a template and example for the other factions. If you find that the template itself needs revising, don't hestitate to point it out or correct it. There are few golden cows here that can't be toppled.
Some attempts were made to start summarizing the old work that should have resulted in a faction page. A collection of links to the old faction discussion threads is available here, on the forum.
This resulted in two assets which weren't rechecked: Fighter's Guild and Thieves' Guild.
Another document was made by MinerMan and exists in an unfinished state here, on Google Docs.
Finally, a master list of all the old discussion topics is here, on the old forum.

By all means, take your time. This is a lot to sift through (the old forum contains posts going back as far as 2003 and 2004, although thankfully most of them are outdated and don't need to be considered) and there's no strict deadline.

I also put together some documentation including notes and links from the old forums, which can be found here: http://www.tamriel-rebuilt.org/forums/conceptualization Look for the "Old Forum Summary" tag. There's at least 5-6 for the main factions.

Are you still in need of some help with the lore part?
I'm one of those people who likes creating and organizing obscure folklore, legal, and religious faction ideas.
Heck, I even went through a recent Senate bill that just got signed to see what it was about (for fun, mind you) and found a ton of spelling errors. (FYI, in S-114, someone clearly used the Find and Replace feature to replace all instances of "id" with "name," so now we have the state of Flornamea instead of Florida. No one bothered to check for errors before it got signed by the Prez. Seriously, check it out; it's still up on www.whitehouse.gov) If that doesn't make me a weirdo, I don't know what does.
I'm not a programmer, or anything like that, though.
Anyway... I offer my services, if you still need them.

Would be better if you started your own thread. That said, yes. Most of the Imperial factions (Thieves Guild, Mages Guild, Imperial Cult, Imperial Legion, Fighter's Guild, East Empire) need some love, or at least some documentation help. Most of these are unfotunately scattered around the old forums as linked above.
