Do they own settlements or buildings in other people's settlements?
They own settlements, built in their own architectural style. In temple settlements, they rent space.
Do they have faction guards?
They have faction guards, clad in Bonemold armor. Their unique pieces are Armun-an style (which might have originally been Redoran) and Kragen style.
What notable holdings do they have? Where is their seat of power?
Narsis is their seat of power. Major holdings are Kragen Mar (an old holding disconnected from Narsis), Andothren (acquired from Indoril), and Balmora. They also rent a canton in Vivec.
What active border or holding conflicts do they have?
There are no active border conflicts at the start of the game. There are subdued ones on Vvardenfell (against House Redoran, and Telvanni to a lesser degree) and in Aanthirin (against House Indoril).
The mainland border with Redoran is heating up slightly, due to the conflict in Vvardenfell, but all clashes there are strictly local. The situation around Ald Iuval and Ald Marak will need further discussion, as the local garrison could feel emboldened by any conflict the Hlaalu are involved in and try to break the “siege” by trying to get the local settlements to defect.
What other factions hate or love them? Why? How is that represented?
The Imperial factions see Hlaalu effectively as partners and do - warily - appreciate them almost as equals. They also tend to imagine a stronger connection between the House and the kingship of Helseth.
The Tribunal Temple is muted towards them, and Vivec does not like them. Mephala, if she cares at all, would find them more amusing and interesting than the average Dunmer.
The other Great Houses are naturally reserved or antagonistic.
Which of their members is an Elder Council member (Red or White Chorus)?
House Hlaalu has no members in the White Chorus.
Athis Hlaalu, cousin to Helseth and related to the rulers of Cheydinhal. He is residing in Cyrodiil, either Cheydinhal or in a council meeting in the Imperial city. His mansion is in Cyrodiil. He should be mentioned in Kragen Mar (latest rumors or little secret).
What is the future outline?
How is the faction represented in the vanilla game, assuming it is?
The Hlaalu have several settlements and a house questline. They have no clear rulership, as the Duke of Vvardenfell hands over the highest rank of the faction, and their relationship with the Camonna Tong is complicated and unclear.
Their council has various councillors engaged in power play, several of which are outlanders, some of them are in the pocket of Orvas Dren. It is left ambiguous if Orvas himself is on the council, but signs point to no.
They are using slave labor in the ostensibly Imperial settlement (and mine) of Caldera.
What is the rough outline for a faction plot?
The main TR questline would start in Andothren, where there is intense political in-fighting amongst Hlaalu nobles, entrepreneurs, and other factions such as the Camonna Tong. The player would rise through the chaos and early ranks to a relatively dominant position in the region. This would be thematically linked to the vanilla questline, newly-opened-to-settlement Vvardenfell experiencing a similar state of upheaval.
Having completed the first stage of the questline, the player will catch the attention of the Hlaalu Council Company in Narsis and will start doing business directly for them. This will involve the player building up strongholds, first the Rethan Manor then Nav Andaram, and also going on a mission to Almalexia to try and win over Helseth as a Hlaalu ally.
The third stage of the questline kicks off when the player established the stronghold at Nav Andaram. This ultimately leads to a fledgling coalition of the other houses (all but Telvanni) forming against Hlaalu, and the player must defuse the situation before it erupts into outright war, which Hlaalu would certainly lose.
