NPCing
A problem that has been identified is that a lot of NPCing work happens as part of a template (faction/region) meeting or as part of city claim development.
For future settlements, we have resolved to put up in-design “NPCing” claims that will get updated when new developments happen.
For the current crop, we will have to retroactively gather information and make up claims.
Teyn
In order to make Teyn be less of a mirror to Seyda Neen and have it be a self-contained settlement history, it was decided to have the (originally and still largely Velothi) shacks clustered around the docks, with the (Imperial) settlement further inland, along these lines:

The lighthouse will need to be replaced with a non-unique model (Stripes’ tower set would allow the interior to be kept almost unchanged) https://www.tamriel-rebuilt.org/asset/common-lighthouse-and-tower-set
There is no good reason for Teyn to have a Census and Excise customs office as in Seyda Neen, so the building will be reworked to have more of a coastguard emphasis with token C&E presence (in an administrative, accounting and/or tax collector role).

The customs and contraband warehouse is relevant to the Imperial Coastguard and to the planned Vodinius Nuccius questline, but is currently quite lacklustre and should be refurbished to be more interesting.
