Basically, I think it'd be cool if the player could - with the help of their own Mouth and perhaps Mithras and others (particularly otherwise politically frustrated wizards like Bal Gernak) - try to enact some measure of constitutional reform to make the Parliament of Bugs a more effective decision-making body.

Enter the Coherer - basically a Speaker for the Parliament of Bugs who sets the agenda for various votes, mediates disputes between the Mouths and regulates their conduct etc. but requires their vote of confidence in return. I'd assume they'd be selected from the Wizard rank.
