Septim's Gate and Stormgate NPCs and General Dialogue

This claim is for general NPCing work for the two border forts in Shipal-Shin, Septim's Gate Pass and Stormgate Pass. Implement NPCs and local dialogue according to the below guidelines and interior claim descriptions. This claim is for general NPCing work for the wilderness in the Grasping Fortune release, in the areas that belong to the Coronati Basin, Aanthirin and Othreleth Woods regions. The latter two are just some region edges that will be part of Grasping Fortune, the main body of this claim is the Coronati Basin.
