Patch for TR_Narsis section which replaces the existing newspaper placeholders with Canyon Echo spawners. I found these newspaper placeholders by checking the usage info for these books:
Since introducing https://www.tamriel-rebuilt.org/asset/td-stock-exchange-expanded, the Narsis EEC questline rewards are broken. Stock certificate rewards are useless (this I will handle in a separate TD asset claim) and the EEC stock price dynamic advancement is crazy high. I want to propose a fix to this.

Kalkusara, Vault interior is 5 levels deep in a massive dungeon crawl and the final reward is about 3000 gold and some imperial dragonscale armor. If any int needs a suitable reward, it is this one.
