Armun pass, the ex stairs to tower can't be walked up without jumping the first step

Andarannipal ex none of the water lilies are harvestable, just statics. If this is intentional I can't understand why? Seems very useful to be able to grab a few to chew on before diving in the flooded parts of the ruin.
