Hlaalu Guard

Description: 

The Andothren guards are a complete mix of Canyon Watch guards and River Watch guards, with the former mostly present at the upper quarter and the latter mostly at the waterfront. Also different types of guards are placed in different buildings. In some buildings (such as the Council Manor), the two types of guards are even mixed within the same interior/sub-interiors. They all belong to the same unit within the Hlaalu guards, so their uniforms should reflect this. When fixing this, also check for any guards with a unique ID that is using the wrong uniform, since these are easy to miss.

This was very much intentional. It was decided that guards on the eastern shore of the river should wear the River Watch set and the guards on the western shore should wear the Canyon Watch set. I can't find the post right now, but Council Manor was specifically mentioned somewhere that it should have a mix of both.

FWIW Narsis is planned to use a similar scheme for its guards.

Is it realistic, though, from an organisational point of view? I don't know whether it is done or planned, but such a scheme should be explained in in-game dialogue or documents, because it will seem weird for an outsider, or for that sake, the player.
