Just can't get them, any question about jobs ends up by NPC answering me "What do You want, Master Thief?". Bug occurs in Firewatch, Old Ebonheart and Helnim, by every thiefs guild quest giver.

Unfortunately this is a "feature", rather than a bug, following the conventions of the vanilla game which will often block off faction quests if you're the highest rank in that faction.

~Edit - Lol, it did the trick. For anyone who stumbles across similliar problem, just use [ pclowerrank "thieves guild" ]
