All bookends across the city should be fixed now
The last few floating bookends that CdoubleOK intended to fix were caused by https://www.tamriel-rebuilt.org/asset/oe-bookend-placement-fix not setting the scale of the rich ones in Ebon Tower back 1.0, which has since been corrected by Evil Eye
