He's a bartender in a tawern with a class of general trader. Sells all his mugs and tankards. Switching him to publican would hook tawern activities like food services, performances etc from other mods.

Fix: Gave him the Publican
Fix: Gave him the Publican class, gave him some food and drink to sell, gave him an unique greeting and unique response for the Beds topic because the tavern doesn't rent any beds.
