In the Imperial Cult Quest "The Star Wound" (Firewatch). I am referred to an ashlander in the town square by the professor Sergius Antellius. The ashlander (Fainat Masiriran) tells me nothing peculiar about red mountain, and according to quest devs in the Discord, this should not be the case. Therefore I believe there's missing dialogue here.
