Started a playthrough in Almas Thirr. It was great, a wonderful imerssive start with lots of quests fit for a starting character's power and... no affordable medium armor. It already has low end light and heavy armor, but an imperial chain coif from Girva Arns in the fighter's guild (no membership required) and that's it.

Suggestions:
Jalor Indo is already the "low quality" foreign arms/armor seller, and has an empty spot among his wares that's just right for a cuirass. Add a half durability T_Com_Chain_Cuirass_01 (or 02 or 03). The Com_Chain_Cuirass series is ackwardly placed in price/quality, being too expensive for starting gear and too weak for post-starting gear. The half durability (and thus lower cost) would make it fit nicely, and add a bit of flavor and encourage use of a less useful skill (armorer).
Annmoleth has a lot of random goods, and is non-Dunmer. She can safely have some ringmail or PC chain in her inventory.
Girva Arns can have some more foreign armor added.
