Description:
Material Matters, a quest given by the Andothren smith, Ulran Teryon: he greets you, a stranger, with a confession that he's sold a bad merchandise that's probably led the buyer to death. I suggest to at least gate this greeting to a certain level of disposition (70?).
A longer alternative would be to start the quest by introducing the quest topic in general city greetings (for ex. "Our local smith, Ulran Teryon, keeps asking about a certain western crusader. He seems concerned but doesn't tell why".)

I believe that's fine. He feels guilty for that straight away and gives an honest explanation of why it happened. Hiding the truth for too long might lead to worse consequences, if he doesn't manage to warn his buyer in time.
