This should definitely be fixed, but it will require a lot of new dialogue - like in case of Omaynis, the topic about the town exists, but it has only four dialogue lines and none of them are filtered to any of its inhabitants. So ideally you would add a generic response, but also some unique responses to the important NPCs (like the governor and her brother).

I would suggest to create a dialogue claim for this for the Narsis release.
