Description: 

A lot of npcs with Necromancer class do not use thematic summon undead spells. Some of them have summon daedra instead of summon undead. Some have both but use only summon daedra. And some lack any summoning spells at all.

Necromancy in general is more

Necromancy in general is more about reviving something permanently, instead of summoning a skeletal minion for a minute.

When a necromancer is good at conjuration it makes sense that he'd rather summon a more powerful daedra to aid him in a fight.

I find this to be poor from aesthetic/thematic perspective, even if there is some justifiable logic to it.

People generally assume necromancers' use of conjuration to be related to undead. Vanilla morrowind lacks raising mechanics so undead summons are a substitution. When a necromancers summons a creature the player expects it to be an undead minion. And when it turns out to be a clanfear this leads to a minor break of the suspension of disbelief. Themes are not everything, but they are important.
