During the OE Legion quest you are tasked to investigate the case of general Casik.

You are to talk with the administrator of the ministry of Justice, a woman in the central offices of the Curia.

She's supposed to give you a note granting access to IL dungeons and to Casik.

In my playthrough she never gave it to me, instead the topic Casik had her reply what sound like 2nd time answer : "As I already told you, you should .."

I started the quest with Oreignir (not sure if the name, he's the knight of imperial dragon in OE), then went to interrogate the Lord General, missing the topics "man of honor" and "woman on the side".

Then went to Curia, encountered the bug, but still was able to talk with the woman of Casik, the former officer, and after unlocking the doors in the dungeons to talk to Casik and eventually complete the quest.

I tried to raise disposition to 100, and my character had 26 speechcraft.
