Description: 

Shei, the leader of the Andothren TG, can promote the Player to the rank of Master-Thief. The rest of the TG leaders can only promote the Player up to the rank of Mastermind and then send you to Jim Stacey in Vivec.

Note: Shei should promote the player only to the Ringleader rank and not Mastermind, because she's a Ringleader herself.
