The stables outside Old Ebonheart have been reduced to the point where there are no pens anymore and calling them stables probably wouldn't really be warranted anymore either
So this is a list of text that would benefit from some edits to reflect their current state
 

TR_m3_Unesa Sadrathi's response to the topic my trade mentions her watching over the stables in OE
("I watch over the stables here in Old Ebonheart, taking care of the guar while their owners are in town. They occasionally bring in other kinds of animals, including most recently one of those awful horses.")

TR_m3_Unesa Sadrathi's responses to the topic pack guar mention the available guar being in the now nonexistent leftmost pen
("Thank you for your patronage, %PCClass. She's the smaller one, in the leftmost pen. Be aware, she doesn't come with any sort of warranty, and her safety is for you to see to now. Best keep her well away from danger.")

And that you can command the guar to return to the stable
("Guar are the beasts of burden of choice here in Morrowind, and for just 500 drakes, this one could be yours. She'll listen to your verbal commands to "come" or "stay," and she can even be told to "go back" to these stables. And she's trained to paitiently wait outside if you enter a building, you wouldn't want her to stomp through any old shop that you enter, would you now?")

One of TR_m3_Hormidac Farralie's responses to the topic seen a horse mentions his horse being missing from the now nonexistent guar pens

A journal entry for TR_m3_OE_WhereHorseGone still mentions a guar pen outside the city gates
("I should start by talking to Unesa Sadrathi, the guar herder who was looking after the horse. Farralie thinks she knows more than she lets on. She can be found at the guar pen outside the main gates.")

And TR_m3_OE_HorseNote, a note on the notice board outside the Moth and Tiger, still mentions a guar pen outside the city gates as well
