"The Hlaalu, the Hetman and the Squirmy Scrib Pie" isn't giving any relevant dialogue topics in Vhul even with the correct ingredients. I am stuck in stage 10, and stage 20 does not exist in the game currently, so it cannot progress.

I can confirm this. A lot of entries for the topic "prank" are filtered for stage 20, which for some reason was cut when the quest was detached from the Hlaalu questline. These should be filtered for stage 10 instead (and please test that it works afterwards). Moreover, the first of Bol Salvani's responses to the same topic starting with "Yes, an old-fashioned prank..." should be filtered for House Hlaalu (+ journal index < 10), not journal index 10.
