I hope if anyone else encounters this issue they find this post.

I had a problem in the quest: "Time to Pay, the Telvanni Way"
Towards the end, there is a 'cutscene' where Mithras appears in the catacombs and fights Telaras. After the conversations start, just before his appearance, my character freezes.
I can only look around, press ESC or use console. Cant use weapons, switch weapons, access inventory, start conversations or move. it does not go away, reloading, restarting or save+reload after you a stuck etc.. Basically I am stuck in "cutscene mode".
I am using a heavily modded game, as I suspect most people playing TR is.

TR is a fantastic mod, I just want to say. Anyway, here is the workaround I came up with to solve it, hope it helps someone who also gets this bug, or perhaps the TR developers can fix it, if they can recreate it:

Approach Telaras Medrevan and the other n'wah. Before the conversation starts, use console to "sethealth 0", while targeting them, on both of them, killing them.
Then use console to update the quest. By writing "journal, TR_m1_RR_MQ_10, 50"
