The initial intention behind the dialogue was that you can ask any male CT member in the Council Club about Dalin Kren. However, it was reduced to one person because everyone else got involved in other quests. The same dialogue should be unlocked for the female CT members, and it should be implemented via a unique local var to include the npcs on the balcony.
