The "Veranis" topic says this: A small town nestled in the foothills of the Velothi Mountains, Veranis was once a Redoran garrison town. But trade and administrative links with the Empire have subtly transformed Morrowind's western border, and Veranis now has a notable outlander presence.

This is based on old planning where Kartur still existed. Instead, the dialogue from the current "Kartur" topic would fit the state of planning better (if you change "northwestern Roth Roryn" to "southern Clambering Moor":

Kartur is the southernmost major city of the Redoran, at least since the decline of the Waters March along the Thirr. It lies in the northwestern part of the Roth Roryn region, across the Pryai River from Andothren.

I'm fairly sure either of these topics isn't used in Mainland at the moment, but it wouldn't hurt to update them even now.
