I'm not sure this is actually a bug. Technically it IS the property of House Indoril.
The plants in exterior Ald
The plants in exterior Ald'Ruhn aren't owned, so I assume we should follow that convention. IMO only plants that are obviously in someone's garden or flowerpot should be given ownerships, and these Dondril plants were definitely wild.
